Allowable task types by location type

Certain task types may only target particular locations. This is particularly the case when a task must target a crop plan, as is the situation with planting, transplanting, and harvest tasks. For locations that cannot host a crop plan, those tasks are not permitted. In all other cases, tasks may be created and assigned to locations of the users choosing.
